Organization
in Reghin
A) A local
council consisting of 3-5 persons is set up in Reghin, where all the
applications and needs are dealt with. The council consists of Minister Dumitru
and the persons he decides to admit, together with HTLI (Help To Life
International) . The council has regular
meetings twice a year.
B) HTLI in
Hudiksvall and can nominate members to the council. All decisions are
reported to the HTLI -organization from where means have been decided and paid out.
C) The
council has a post box or an address where the application can be sent. At least
two of the council members do a preliminary study of the applicant to decide
whether the need and application are serious or not.
D) All
applications are registered and treated in order. Each member can suggest
changes in the application order in case of urgency.
E) The
council determines the sort of help if it should be paid cash or in the shape of
food and other necessities to the family. The children’s need of schooling
must be taken into special consideration. The council is responsible for the
family to get help according to the granted sum of money when buying food and
other necessities.
F) The
council’s decision is valid and there is no appeal and it can not be changed,
but the council can reconsider it at the next regular council meeting. The
council decides if extra meetings are required. The council can ask HTLI in
Sweden for help if there are doubts about decisions.
G) 5% of the
money from gifts is taken away and invested in a fund for unforeseen expenses in
connection with the work in Reghin. Every used crown must be accounted for to
Sweden.
H) Wages are
paid to the members of the council from Hjälp Till Liv International's organization
in Hudiksvall and that does not debit the sponsors´ donations.
I) All gifts that have come to the sponsor organization
are distributed according to the decisions made by the council. All
payments can be seen on the Internet.
J) Each
giver gets a password to the HTLI- homepage and can in that way easily follow the
family and see that all the money reaches its destination. The help can even
comprise other families if a giver gives more to a family than the council finds
suitable.
If that
happens the giver will be informed about all the families who have been given
his or her help and support.
Then it is
up to each giver to take personal contact with these families if he or she wants
to. Letters and Christmas cards are certainly much appreciated.
K) All families
receiving help get their sponsors´ names and addresses.
What criteria are required to be entitled to support?
1. Support
can only be granted families with children or an individual child in a family.
2. The
family has problems to ensure security of supply and schooling for their
children.
3. A
careful study of the family's needs and conditions is carried out by the
sponsor council. A package of measures is then established which indicates how
much is needed, the size of the support and for how long time. How fast the help
should be reduced is determined in connection with the resolution based on real
needs.

The
council can take measures if urgent needs appear as time goes by. Money is then
taken from the fund for unforeseen expenses.
